Chapter 23

July 27, 1978

It took Felix a few days to compile the database of all the people with motives to see Miracle Park shut down, along with those potentially taking money from Alexander Carter to protect it.

The list had one hundred and twenty-seven names on it. People from all corners of Hilburn, Nebraska.

Selena had suggested they inform Willow West of where and how she could get proof of the burnt trash dumping taking place behind the park. “Let her do our dirty work,” she had said, suggesting Willow would take pictures and bring them to the attention of anyone who might listen. At least with pictures, she’d have solid proof and couldn’t be ignored as easily.

Arielle considered this a good idea but wanted a better understanding of all the moving parts of this riddle. Willow could give the pictures to the wrong person and lose them forever. This wasn’t the age of having digital copies of everything, and it cost good money to print multiple copies.

Besides, they needed a believable reason to just give this information to Willow. Arielle had only chatted with her once. She might not even remember her. They could always leave an anonymous note in her mailbox, but how serious would Willow take that? And Arielle didn’t want to put Willow in the line of danger by snooping around where she shouldn’t be. It was against their ethics as Angels, plus Willow was a suspect in her own right.

“We need to look at the water company,” Arielle said as they gathered around Felix’s desk in their basement. He had papers splayed out across the desk, floor, and walls. Each with handwritten notes about different persons of interest. “I think a simple approach is warranted, considering how many suspects we have. We know the park is definitely polluting the town’s drinking water. Willow has protested against this, and plenty of people believe her. That leaves the water department as the link in the middle. They would be the ones to investigate any claims and can also make claims go away.”

“For the right price,” Felix added.

“Exactly. And you think we should start at the top?”

Felix nodded, standing up and plucking a sheet of paper off the wall. “Yes. Now, I have limited information to base my theories, but Carter paid off the city clerk. There is no one higher in that department. For a man of his stature, I don’t think he’d dare waste his time paying off someone who can be overruled by someone else. If he’s buying city officials, he needs to buy the ones that have actual control. That leaves us with Terrance Copeland, the president and highest-ranking member of the Hilburn Water Department. We don’t have pictures of anyone, so I don’t know what he looks like. But we know where to find him. I located his home address, and we already know where he works.”

Felix handed the sheet over to Arielle and watched her study it for a couple of minutes.
